This programme was part of LTERA project supported by USAID in Afghanistan. It has has two main components, one of which (the Land Titling Component) supports the Ministry of Urban Development (MoUD) of the Government of the Islamic Republic of Afghanistan (GoIRA) in, among other things, the development of a proposed GoIRA policy on upgrading informal urban settlements throughout the country. An MoUD Steering Committee on Informal Urban Settlement Upgrading oversees the development of this policy. As part of its support to MoUD in the development of the proposed informal urban settlement upgrading policy, the LTERA project sponsored a 15 person study tour to India to examine the experience of India in upgrading informal urban settlements or slums.

Feedback.
The programme received a very high degree of interaction and participation from the group. Process of learning and a better understanding of the systems in a foreign country were facilitated by the visits to relevant offices of the Government of Andhra Pradesh and the urban local bodies on both days. Government reforms put in place in slum upgradation, improving service delivery for citizens, gender concerns and grass root level participation of poor people by way of self help groups and micro financing of livelihood development were experienced by the visiting team by direct dialogue with beneficiaries. All lectures and field visits and discussions at field offices were enriched because of the simultaneous translation to Daari language from English and Telugu languages.
