CGG is awarded a project by GoI to prepare report on state of civil services
The Department of Administrative Reforms and Public Grievances (DARPG), Government of India has commissioned a State of Civil Services Survey in the country. The study, the first of its kind, will be based on a census of about 20000 civil servants belonging to ten central Group-A services viz. the three All India Services - IAS, IPS and IFS and seven central services - Indian Foreign Service, Indian Audit & Accounts Service, Indian Revenue Service (IT), Indian Revenue Service (C&CE), Indian Postal Service, Indian Railway Personnel Service and Indian Railway Traffic Service. The
purpose of the Survey is to obtain data on the structural and personnel
aspects of the civil services in general and also each service in
particular. This would help the government and the policy makers to
assess the enabling factors with respect to personnel policies and work
environment in meeting the objectives of the civil services.
On
behalf of the Department of Administrative Reforms and Public
Grievances, Government of India, the Survey is being conducted by the
Centre for Good Governance (CGG), Hyderabad. The CGG is an autonomous
body established by the Government of Andhra Pradesh in 2003 to further
the governance reform process. It is partnered by ORG CSR (a division
of Nielsen Company).
The CGG has sent link to the questionnaire to officers of all the ten services. In case of IAS officers, the CGG mail has been sent to their ias.nic.in mail ids and in some cases the state government mail ids; IPS officers have been sent the mail at their svpnpa.nic.in mail ids as also their personal mail ids / state government mail ids where available; in case of IFS officers their ifs.nic.in mail ids have been used; and as far as central service officers are concerned, the link has been sent to the mail ids furnished by the cadre controlling authorities.
The officers are requested to check their mail accounts and access the questionnaire. In case of any difficulty in accessing their account, they may contact their cadre controlling authority or CGG, whose contact numbers are provided below.
The CGG mail provides the link to the questionnaire i.e. the URL along with a password. The officer can either click on the given URL or copy it in the address bar of the browser which will take him to the web site hosting the questionnaire. The sign in procedure involves the following steps:
the officer's email id will be the default user id for signing in.
the officer should enter the password provided in the CGG mail;
the officer then will be required to reset the password;
once the password is reset, the officer is provided access to the questionnaire.
The
survey questionnaire would take about 20 minutes to complete. In case
the officer has to leave before completing the questionnaire there is a
facility to save and exit. S/he can access and complete the
questionnaire at a convenient time later by using his email id as user id and the reset password.
The responses will remain completely confidential. The following measures will ensure the confidentiality.
a)
The
survey does not seek any information, such as name, batch, date of
birth, designation, place of posting, etc. which can identify the
respondent.
b)
Once
the questionnaire has been submitted and the system has captured the
responses into the database, identity (email id from where the
respondent has linked to the web site) is not kept in the system.
c)
While
the data will be analysed using some demographic categories, results
relating to members of small demographic groups will not be reported
where identification of individuals may be possible.
