Centre for Good Governance (CGG) was host and convenor for the expert group meeting for preparing the Memorandum of the Ministry of Panchayati Raj (MoPR) to be submitted to the 14th Finance Commission. The meeting was held for two days on 16th and 17th May, 2013 at the CGG Jubilee Hills office.
The meeting was attended by eminent officials from both the Centre and the State Governments along with various experts from the field of Public finances and Panchayati Raj. The meeting was headed by Mr. Hrushikesh Panda, I.A.S., Additional Secretary, MoPR, Mr. Sushil Kumar, Joint Secretary, MoPR and Mr. S.K. Sinha, I.A.S., Director General of CGG. Representatives from the states of Andhra Pradesh, Karnataka, Tamil Nadu, Kerala, Rajasthan, and Chhattisgarh participated in the meeting. The meeting was intended to flag various issues that could be highlighted to the 14th Finance Commission in the Memorandum to be submitted by the Ministry of Panchayati Raj. After the welcome address by the Director General of CGG, Mr. Sushil Kumar the Joint Secretary to MoPR, highlighted that this was the first time a memorandum was being prepared with the help of an expert group and they would like to focus on a 'bottom-up' approach. He also requested the state representatives and the experts to be the 'voice of the voiceless'. Mr. Hrushikesh Panda, Additional Secretary to MoPR, then set the tone of the meeting by setting up a time line and bringing out the key issues to be handled. He divided the representatives and the experts in six different groups to focus on the key issues minutely and come up with their recommendations. He set up dates for future meeting of the expert groups with representatives from various states to further enrich and deepen the quality of insights and recommendations. The various experts groups sat for two days and came out with various recommendations that would be further discussed and finalized till 15th June, 2013.
