Design of Basic Services to Urban Poor Fund
Urban poverty is no longer viewed as a simple issue of adequate income, but it is viewed as an issue with multiple dimensions - entitlements, livelihoods, protection against exploitation, public services and community organization etc.  

Finance is viewed as an important means to address the problems of urban poor.  CGG has been entrusted with designing such a Fund for catering to the needs of urban poor together with an implementation partner by the Ministry of Housing & Urban Poverty Alleviation.

The Study Report provided the design of Basic Services to Urban Poor (BSUP) Fund as an instrument to address urban poverty in India.  The BSUP Fund is expected to leverage both internal and external resources of all three tiers of government to mop up a sizeable amount of financial resources.

Urban Poverty is increasingly becoming an imporant issue to adress with the rising levels of urbanisation across the country and it is no longer viewed as an issue of adequate income, but having multiple dimensions - entitlements, livelihoods, public services and community organisation etc. Finance as an input is viewed as an important means of addressing the problems of urban poor.

Internal earmarking of local body budgets is considered to be one of the effectiive means to target the urban poor for improved public service delivery and it is included as one of the urban local body level reforms under JNNURM. This report develops a methodology for the formation of BSUP Fund at Urban Local Body (ULB) level for the benefit of urban poor.

This report was prepared at the initiative of the Ministry of Housing and Urban Poverty Alleviation (MoHUPA), Government of India so that it would be useful to the ULBs in creating and managing the BSUP fund at ULB level for improving the living conditions of the urban poor.

Soft Skills for Public Managers

APUSP is a major programme undertaken by the GoAP to reduce poverty and vulnerability of the urban poor, with the support of DFID, UK in 42 Class I towns and it has three major components: municipal reforms, infrastructure services & civil society strengthening. CGG carried out an evaluation of the programme and documented the key lessons learnt from some of the major interventions under the project components.  The document entitled “Evaluation of DFID support to A.P: Lesson learning from Municipal Service Delivery” was released in May 2008 at the hands of Sri K Rosaiah, Hon’ble Finance Minister, GoAP.

Strategy for Girl Child Education

Right to education applies equally to both boys and girls and there is a constitutional mandated duty on the State to provide and ensure Girl child education. This study is an attempt to analyse the current status and to suggest a strategy to improving girl’s education in the state of Andhra Pradesh. The social fabric of our country is an influential factor in acting as a barrier against equitable distribution of education between the boys and girls. This low level of literacy among girls not only has a negative impact on women’s lives but also on their families and on their country’s economic development. Numerous studies show that illiterate women are inclined to bear more children and suffer high child mortality rates, poor nutritional status, low earning potential and little autonomy within the household.
