Celebration of RTI Day : Release of Materials on RTI by Hon'ble Chief Minister of Andhra Pradesh

On the occasion of RTI day on 12 October 2011, the Hon’ble Chief Minister of Andhra Pradesh, Shri N. Kiran Kumar Reddy released the following materials on the RTI Act prepared by the Centre for Good Governance (CGG). The releasing ceremony took place at the Chief Minister’s Chamber in the A.P. Secretariat. Shri Pankaj Dwivedi, IAS (Chief Secretary to Govt., Andhra Pradesh), Shri Binoy Kumar, IAS (Principal Secretary to the Chief Minister), Shri Ajay Mishra, IAS (Principal Secy to Govt, GA (Political) D), Shri J.C.Sharma, IAS (Principal Secy to Govt, GA (Accommodation) D), Dr. K. S. .Jawahar Reddy, IAS (Secretary to the CM), Shri S. S. Rawat, IAS (Sp. Secretary to the CM), Shri N. Sridhar, IAS (Addl. Secretary to the CM), Dr. Phani Kumar, IAS (Director General and Executive Director of CGG) and Dr. M. Sreedhar (Registrar of NALSAR Law University, Hyderabad) were among others who were present on this occasion.

The book on “Judging the Right to Information” is a compilation of judgments of the Supreme Court and various High Courts on the provisions of the RTI Act. This book will be helpful in understanding the interpretation of the Act. This book will be of immense help not only to the implementing authorities, but also to the citizens.

The book on “Proactive Disclosure” gives an idea of international equivalents of such disclosure and some insights into its significance for Public Authorities. It also includes a toolkit prepared by CGG for auditing the proactive disclosures made by Public Authorities themselves. This book will be helpful for the Public Authorities as a guide to make their proactive disclosures as mandated under Section 4 (1) (b) of the RTI Act.

The CBTs as anytime learning materials will be helpful for the implementing authorities such as the APIOs, PIOs, AAs and others without going for instruction based training programmes. The implementing authorities can learn through CBTs repeatedly at any time and at their own pace. There are tests at the end of each CBT module which will help in testing the knowledge an authority has acquired after going through the module.

Podcasts, on the other hand, will be useful for the common citizen as well as the implementing authorities who will benefit from the description of the evolution of the RTI Act and its various facets. Again, these will be of wider and easier access to all with internet facility and can be downloaded from www.cgg.gov.in and from iTunes on to their mobiles.
