Department for Administrative Reforms and Public Grievances (DAR&PG) through the DFID supported 'Capacity Building Programme for Poverty Reduction' programme entrusted CGG with the project to assess the state of governance in India. The main objective of the Assignment was to develop a framework and an appropriate methodology for assessing the State of Governance in a State in general with a focus on the poor. CGG in partnership with AC Neilsen – ORG Marg conducted an extensive study of governance, prepared a comprehensive list of indicators to assess governance and administered the toolkit in three states as pilot study. Following the pilot study and documentation of the findings, a national level workshop was conducted wherein senior officers of the Government and eminent people from various fields including economists and press were presented with the toolkit for their feedback.
