The book “Disaster Management in India: Evolution of Institutional Arrangements & Operational Strategies” authored by Dr. Mohan Kanda, IAS (Retd.), former Chief Secretary, Government of Andhra Pradesh was released on 3rd March, 2016 by Dr. K. Rosaiah, His Excellency, The Governor of Tamil Nadu at a function organized at the MSSRF, Chennai. Prof. M.S Swaminathan, Founder Chairman, MSSRF and Father of India’s Green Revolution received the first copy of the book and Shri Kamal Kishore, Member, National Disaster Management Authority was present as the distinguished guest.
Shri. Devi Prasad Juvvadi, Director, (Agricultural Management) (CGG), Hyderabad welcomed the guests and Dr. K. Suman Chandra, Professor and Head of Centre for Agrarian Studies and Disaster Mitigation, NIRD& PR, Hyderabad introduced the book.
Speaking on the occasion, Prof. Swaminathan had emphasized on the lessons that have been learnt from the Super Cyclone of Odisha in 1999 and how it had helped to manage the subsequent cyclones better. He also emphasized on the need for preparing ourselves better for disasters that may come up and for the need for Disaster Management to be made as part of curriculum for students.
Shri Kamal Kishore suggested for the need to go beyond saving lives and to focus on saving livelihoods, and going beyond risk management. Further, he also added that the DM Act, 2005 is the Magna Carta of DM and the success of it lies in its implementation at both the district and state levels.
Dr. K. Rosaiah suggested that the DM book introduces and discusses contemporary topics of DM with a touch of the author’s far sighted approach and rich experience.
