Project Brief:

Housing Online Monitoring e-Governance System – “HOMES” is an e-Governance application through which Telangana State Housing Department manages and monitors its massive housing programme. It is important to highlight that under this Programme, around Rs.7,175 crores is being transferred (through Direct Benefits Transfer) to Below Poverty Line (BPL) beneficiaries, to provide about 23.73 Lakhs houses across the Telangana state. Recently Payments are being routed through Aadhaar Payment Bridge System to reduce reconciliation issues.  Presently, Rs.9.85 Crores of payments are being transferred through Aadhaar Payment Bridge System (APBS).

“HOMES” is a real-time web-based application, developed by Centre for Good Governance (CGG) for Telangana State Housing Corporation, to ensure transparency and fairness. It has 3 modules namely Housing, Infrastructure and OFMS.Housing module facilitates payments to the Beneficiaries according to the stage of construction of houses and also provides details of eligible Beneficiaries. This module facilitates Housing department to monitor the Payments of Beneficiaries and Fund status.

Infrastructure facilities like water supply, Electricity, Internal Roads, Levelling, sewerage other amenities in collaboration with other Govt. agencies like Panchayat Raj, Rural Water Supply, Public Health Departments are also being provided in level wise. Infrastructure module is being developed to monitor the works progress.

Online Finance Management System is an internal tool developed to monitor Receipts and expenditure particulars of Head of accounts of Telangana Housing related to beneficiary payments, Capital and operational expenditure of Department. This facilitates all the District Officers and Head Office to record receipts and payments of all transactions online and for maintaining financial accounts such as Ledgers, sub-ledgers, General Vouchers etc for finalisation of departmental accounts.   Required MIS for all the users is available.

Benefits/uses of the application

  • Aadhaar No. is seeded into the database to know the genuine beneficiaries
  • Avoids intervention of middlemen in the disbursement of money to the Beneficiary.
  • Reduce cycle time, right from identification of Beneficiary to completion of construction of the house; and release of stage-wise payments
  • SMS and OTP (One Time Password) facility for fund release to avoid delay of conventional fund release system
    Processes are simplified and reduce leakages; reduce the operational and travel expenses of staff
  • Internal efficiency of staff improved which resulted in improved service delivery
    Helpdesk facility to Field Officers is provided to monitor the system and resolve issues on a real-time basis
