Education Qualifications
|

Essential
|
-
A post-graduate degree in Urban Planning, Rural Development, Public Administration, Social Work, Economics, Sociology, Architecture, Political Science or a related field.
|

Desirable
|

In-depth knowledge of Panchayat Raj systems, municipal administration, decentralized governance processes, and rural and urban development policies in India.

Proficiency in data analysis tools and software for data-driven decision-making and evidence-based programming.

Experience
|
-
Minimum 8 (eight) years’ experience in Panchayat Raj, Rural Development, and Urban Development projects.
-
Proven expertise in designing, implementing, and evaluating sustainable development initiatives across rural and urban sectors.
-
Demonstrated ability to manage multi-sectoral projects, including policy formulation, capacity building, and community engagement.
-
Strong experience in stakeholder management with governmental, non-governmental, and international organizations.
-
Familiarity with relevant policies, laws, and guidelines related to rural and urban governance.
-
Proven experience in preparing high-quality reports, policy briefs, and presentations.
-
Experience in leading teams, project management, and monitoring and evaluation of development interventions.
-
The experience of internship/training will not be considered.

Job description / Duties & Responsibilities
|
-
Maintain Synergy between the State Planning Department, LKI, and NITI Aayog for coordinated development efforts.
-
Provide technical expertise and guidance on matters related to Panchayat Raj, Rural Development, and Urban Development.
-
Conduct comprehensive assessments and evaluations of Panchayat Raj, rural governance, and urban development systems, recommending improvements for better governance and service delivery.
-
Assess the performance, functions, and capacities of Panchayat Raj institutions (Gram Panchayats, Panchayat Samithis, and Zilla Parishads) in planning, implementation, and monitoring of rural development programs and services.
-
Assist in designing and implementing programs aimed at strengthening governance structures across concerned sectors.
-
Develop training modules and capacity-building programs for functionaries’ across sectors.
-
Support the Planning Department in facilitating reforms in sectors.
-
Assist State in strengthening the innovation, monitoring, and evaluation ecosystem
-
Collaborate with government agencies, NGOs, and other stakeholders to promote decentralized governance, community participation, and inclusive development.

Prepare reports, policy briefs, and other
-
knowledge products on Panchayat Raj, rural, and urban development issues.
-
Draft sectoral strategies, development plans, policy briefs, presentations, documents, and socio-economic goals for the sectors, aligned with national and state priorities.
-
Assist the State in preparing proposals for Panchayat Raj, rural, and urban development projects for implementation by the State Government.
-
Facilitate innovation ecosystems and support strengthening monitoring and evaluation mechanisms for sectors.
-
Organize and facilitate workshops, training, and cross-learning platforms for development professionals.
-
Document best practices, emerging trends, and successful interventions from both rural and urban sectors.
-
Provide advisory support to local governance institutions (Gram Panchayats, Municipalities, etc.) in participatory planning, budgeting, social audits, and community development.
-
Ensure regular updates on the progress of projects via dashboards or portals.
-
Preparation of development strategies, sectoral targets, socio- economic goals and State Vision @2047, SDG reports as per State's requirements and roadmap to achieve the same

Undertake other tasks as assigned by the supervisor (Team Leader) in the interest of the mission.

Knowledge and Skills
|

Experience in Stake holder management

Experience in drafting reports and reviewing detailed project Reports

Prior experience with Government, UN agencies and other international organizations is desirable.

Knowledge and experience related to National/State planning

Excellent Analytical & Problem-solving skills

Ability to coordinate projects and teams effectively across rural and urban settings.

In-depth knowledge of the Sustainable

Development Goals (SDGs) and their application in both rural and urban contexts.
