Education Qualifications

 

Essential

  • Master’s degree in Statistics, social sciences, development studies, economics, or a related field

Desirable

  • Strong knowledge of IT, Communications technologies, trends, and best practices.
  • Experience working in a similar capacity within the public sector, preferably with state or central government departments or agencies.
  • Familiarity with the socio-economic context and development challenges specific to the state or region where the State Support Mission operates.
  • Certification or training in specialized M&E methodologies, such as Theory of Change, Outcome Mapping, or Participatory Monitoring and Evaluation.
  • Proficiency in data analysis tools and software allows for data – driven decision making and evidence – based programming.

Experience

  • Minimum 10 years of professional experience in monitoring and evaluation, preferably in the development sector or government agencies.
  • Demonstrated expertise in designing and implementing M&E frameworks, including the development of logical frameworks, performance indicators, and data collection methodologies. Proficiency in quantitative and qualitative research methods, data analysis techniques, and statistical software applications.
  • Familiarity with Data Analysis and Visualization tools like Stata, R, Tableau, Power BI, or other tolls to effectively present the Data.
  • Strong analytical skills and attention to detail, with the ability to interpret complex data and generate actionable insights.
  • Excellent communication skills, with the ability to effectively communicate M&E findings to diverse audiences through written reports, presentations, and stakeholder engagements.
  • Experience working with government institutions, multilateral agencies, and/or NGOs on M&E-related projects.
  • Familiarity with results-based management principles, theory of change approaches, and impact evaluation methodologies.
  • Ability to work collaboratively in multi-disciplinary teams and adapt to changing priorities and deadlines.
  • Willingness  to  travel  within  the  state  and
  • occasionally outside the state for project-related activities.

Job description / Duties & Responsibilities

  • Maintain     synergy           between          the       Planning Department, LKI and NITI Aayog
  • To assist state in achieving its objectives in collaboration with NITI Aayog and the LKI
  • Develop and implement monitoring and evaluation frameworks for assessing the effectiveness and impact of government policies and programs.
  • Design and conduct evaluations, impact assessments, and performance reviews of various development initiatives supported by the State Support Mission.
  • Establish data collection systems, indicators, and tools to track progress towards program objectives and outcomes.
  • Provide technical guidance and capacity-building support to government officials and program staff on M&E methodologies and practices.
  • Coordinate with relevant stakeholders to ensure the timely collection, analysis, and reporting of monitoring data.
  • Prepare comprehensive reports, dashboards, and presentations to communicate M&E findings and recommendations to decision-makers.
  • Support the integration of M&E findings into policy formulation, program design, and implementation processes.
  • Ensure compliance with donor requirements, government regulations, and international standards for monitoring and evaluation.
  • Any other duties assigned by the State Support Mission related to monitoring, evaluation, and learning activities.
  • Assist State in strengthening the monitoring and evaluation ecosystem
  • Create and facilitate cross learning platforms
  • Documentation of activities and emerging good practices performed
  • Support in preparation of State, regional and sectoral reports on regular basis
  • Support  regular updates on progress in State usingthe dashboard/portal maintained by NlTl Aayog
  • Support in organizing workshops and other events, including preparation of inputs for the workshops
  • Any other tasks assigned by the supervisor (Team Leader) as may be necessary in the interest of the Mission

Knowledge and Skills

  • Experience in Stake holder management
  • Experience in drafting reports and reviewing detailed project Reports
  • Prior experience with Government, UN agencies and other international organizations is desirable.
  • Knowledge and experience related to National/State planning
  • Excellent Analytical & Problem-solving skills

Languages Requirements

  • Excellent verbal and written English, Telugu language skills and demonstrate ability to communicate effectively in a multi-cultural Environment.

Leave

  • Entitled to have State government enlisted holidays
  • Individuals will be entitled to leaves of (18) days in the entire year
