Position : Project Manager – Dot Net    

Role Description

To lead the end-to-end planning, development, modernization, integration, deployment, and maintenance of enterprise-grade .NET and mobile applications, while identifying and incorporating suitable AI capabilities, secure API integrations, payment gateway services, and other emerging technologies into e-Governance solutions.

Educational Qualifications

  • Bachelor’s degree in Engineering/Technology, Master of Computer Applications (MCA), or Master of Science in Computer Science from a recognized institution.
  • Master’s degree in Engineering/Technology is desirable.
  • Master’s degree in Management from a recognized institution is desirable.
  • Project or Programme Management certification such as PMP, PgMP, PRINCE2, or an equivalent certification is preferred.

Experience Requirements

  • Age should preferably be below 45 years.
  • Minimum 15 years of overall professional experience, including multidisciplinary project and technology management responsibilities.
  • At least 10 years of experience across the Software Development Life Cycle, including requirement analysis, architecture, development, testing, deployment, and maintenance.
  • Demonstrated experience in managing and delivering enterprise .NET and mobile application projects.
  • Hands-on technical experience in .NET technologies and Android, iOS, or Flutter-based mobile application development is mandatory.
  • Experience in identifying, evaluating, and integrating Artificial Intelligence, Machine Learning, and Generative AI capabilities into business applications.
  • Experience in API integrations, payment gateways, authentication services, GIS platforms, SMS/email gateways, and enterprise applications.
  • Experience in project planning, effort estimation, issue tracking, risk management, and Business Process Re-engineering.
  • Proficiency in MS Office, MS Project, Jira, Scrum, or other project management and collaboration tools.
  • Strong written and verbal communication skills, including client interaction, stakeholder coordination, technical documentation, and internal team communication.

Technical Skills and Competencies

  • Web Application Development: Strong experience in, .NET Framework, .NET Core,  React or Angular, with proven ability to develop responsive, secure, scalable, maintainable, and high-performance enterprise web applications.
  • Mobile Application Development: Experience in developing secure, responsive, cross-platform applications using Flutter, Dart, and SQLite, with knowledge of release management, enterprise distribution, push notifications, offline synchronization, and mobile security.
  • Application Architecture and Integration: Strong understanding of layered, MVC, microservices, API-led, and mobile architectures, with experience in payment gateways, identity management, error handling, etc.
  • Artificial Intelligence and Emerging Technologies: Ability to identify, evaluate, and integrate suitable AI/ML and Generative AI capabilities including chatbots, document intelligence and OCR, semantic search, predictive analytics, facial recognition, copilots, etc. while assessing feasibility, security, scalability, data requirements, cost, and business value.
  • Database Management: Good understanding of Oracle, Microsoft SQL Server, and PostgreSQL, including database architecture, performance optimization, data migration, backup and recovery, security, etc.
  • Development Tools, DevOps, and Platforms: Proficiency in version control, deployment, and configuration management, Agile development, DevOps, CI/CD, cloud services, automated testing, monitoring, and application performance management.
  • Security and Quality: Strong understanding of secure coding, role-based access, authentication, encryption, audit trails, data protection, security testing, vulnerability assessment and remediation, and database security, quality standards such as CMMI Level 3, and Government information-security requirements.

Roles and Responsibilities

  • Develop project proposals covering scope, objectives, deliverables, timelines, assumptions, dependencies, resource requirements, implementation approach, effort estimates, costing, and commercial inputs.
  • Lead the end-to-end delivery of .NET web and mobile application projects across the complete Software Development Life Cycle, including development, modernization, migration, integration, implementation, and maintenance.
  • Provide technical and managerial leadership to project teams, including mentoring, performance monitoring, resource planning, and issue resolution.
  • Oversee requirement analysis and ensure that business requirements are translated into technically feasible, scalable, secure, and maintainable solutions by the Business Analyst and technical teams.
  • Define and review the solution architecture, technology stack, database design, API strategy, integration framework, security controls, deployment model, and non-functional requirements.
  • Identify and evaluate opportunities for integrating AI/ML and Generative AI capabilities based on business value, feasibility, data availability, security, scalability, cost, and expected outcomes.
  • Guide the implementation of AI-enabled features such as chatbots, document intelligence, semantic search, recommendation engines, predictive analytics, speech services, computer vision, and AI copilots.
  • Plan and manage integrations with departmental systems, payment gateways, GIS platforms, SMS/email gateways, authentication services, and other third-party applications.
  • Manage project scope, schedules, costs, quality, resources, risks, dependencies, issues, and change requests through the applicable project management systems.
  • Coordinate with client departments, implementation partners, infrastructure and security teams, and internal technical teams to ensure timely project execution.
  • Oversee requirement validation, solution reviews, demonstrations, testing, User Acceptance Testing, deployment, production rollout, stabilization, and stakeholder sign-off.
  • Review and approve project documentation prepared by the Business Analyst and technical teams, including FRS/SRS, design documents, test documents, user manuals, technical manuals, deployment documents, and closure reports.
  • Review, validate, and approve all project deliverables before submission to the client department.
  • Ensure compliance with SDLC processes, project management methodologies, coding and quality standards, information-security requirements, Service Level Agreements, audit requirements, and contractual obligations.
  • Monitor project performance through periodic reviews, milestone tracking, resource-utilization analysis, quality metrics, risk registers, and management reporting.
  • Oversee user training, knowledge transfer, and capacity building, activities.
  • Evaluate emerging technologies, reusable components, and industry practices to improve the scalability, security, maintainability, and sustainability of e-Governance applications.
  • Perform any other responsibilities assigned by the Director or the Executive Vice Chairman and Director General from time to time.
