Project : ‘Te-Poll’ Web and Mobile Application for Telangana State Election Commission (TGSEC)

User Department(s):

Telangana State Election Commission

Project Brief:

CGG played a key role in Telangana’s digital election transformation through the design and continuous support of the “Te-Poll” Web and Mobile Applications for the Telangana State Election Commission (TGSEC). Te-Poll serves as a mission-critical platform for end-to-end election management, strengthening transparency, operational efficiency, and citizen trust through a scalable and resilient digital governance framework. Its scalable and resilient architecture has positioned Te-Poll as a key backbone for technology-driven electoral governance in the State.   The system consists of key modules such as the Electoral Rolls Management System (ERMS), Polling Personnel Randomization System (PPRS), Election Process Management System (EPMS), Grievance Addressal System, Te-Poll Mobile App, and a Ticketing System. Significant

During the recent Gram Panchayat Elections conducted in December 2025 and Urban Local Bodies (ULB) elections in February 2026, CGG delivered comprehensive digital enablement across Telangana. CGG successfully handled large volumes of electoral roll data (1.2 TB for Gram Panchayats and 1.3 TB for ULBs) and generated electoral rolls covering approximately 1.67 crore rural voters and 52.4 lakh urban voters. The platform also enabled large-scale citizen access, with over 3.25 lakh voter slips and 22.9 lakh ward-wise electoral rolls downloaded through web and mobile applications. Citizen-centric features such as GIS-based “Know Your Polling Station,” one-click voter services, and geo-tagged grievance redressal strengthened accessibility, transparency, and real-time monitoring setting a new benchmark for digital election management in Telangana.

A new intervention introduced in the TGSEC application is VaaniSaar, an AI-powered Audio-to-Text conversion tool designed to convert recorded audio files such as calls, meetings, and discussions into accurate text format. By uploading audio files, the system automatically generates complete transcriptions, detailed summaries with key discussion points, and short summaries highlighting critical insights. This helps in efficient review, analysis, issue identification, and record maintenance without manually listening to lengthy recordings, thereby enhancing transparency, monitoring, and decision-making through structured and searchable text outputs.
