Planning DepartmentProject Brief:
The Telangana Government launched the Household (HH) level SEEEPC Survey in November 2024, aiming to build a reliable and comprehensive database of every household across the state. Conducted in two phases, the survey collected detailed information about family members, socio-economic conditions, and other relevant indicators essential for policy planning. As the survey progressed, data entry had to be performed, and survey information needed to be stored and analyzed, requiring a scalable, secure, and efficient IT solution to handle the growing data inflow.
To support this large-scale initiative, a robust IT system was conceptualized and developed to ensure accurate data capture and seamless management of large volumes of information. The system was designed to handle high-volume, real-time data entry from multiple locations simultaneously, with support for concurrent users to facilitate smooth operations across districts. Hosted on a cloud platform, the solution offers high scalability and availability, ensuring uninterrupted service even during peak data load periods.
The application includes secure login features, user role management, and comprehensive data validation mechanisms to maintain data integrity. An advanced analytical reporting module was integrated into the platform, enabling rapid generation of customized reports for various administrative levels. These reports support decision-making by providing insights into demographic trends, economic status, and household-level indicators.
By leveraging this IT infrastructure, the government was equipped with a dynamic and centralized household database that can serve as a foundational resource for designing and implementing targeted programs and policy interventions with greater precision and efficiency.
After the development of IT System, CGG and the Planning Department conducted a comprehensive training session for 320 Data Entry Operators (DEOs) from various districts, focusing on accurate data entry for the SEEEPC Survey. The hands-on training included practice with real forms, tool familiarization, and feedback collection, resulting in positive participant response.
To support the effective implementation and monitoring of the SEEEPC Survey, several IT- services were developed for both District Collectors and Data Entry Operators (DEOs). For state-level oversight, real-time web-based reports enabled continuous and efficient monitoring of the data entry process. To support targeted analysis and informed decision-making, summary reports were prepared for the BC Commission, while detailed analytical reports—covering both rural and urban segments—were shared with Government for comprehensive state-level evaluation. Furthermore, structured datasets were provided to the Planning Department to facilitate data-driven policy formulation and strategic planning.
Overall, Phases 1 and 2 of the survey captured data from approximately 1.12 crore households, representing a population of 3.8 crore.
