About the Organization

The Society for Elimination of Rural Poverty (SERP) in Telangana is an autonomous organization under the Department of Rural Development, Government of Telangana, dedicated to reducing rural poverty by strengthening self-help groups (SHGs) and enhancing livelihoods. It focuses on social mobilization, financial inclusion, and promoting sustainable income opportunities for rural women. 

SERP under the government’s flagship programme “Indira Mahila Shakti”, aims to empower women by transforming them into entrepreneurs and providing financial independence. It supports Self-Help Groups (SHGs) by skill building, technology support and market linkages, eCommerce platform along with Branding, Packaging support and also facilitates the compliances which are essential to reach global markets. The women federations area also supported with other initiatives like managing solar power units, operating buses, and setting up food enterprises to strengthen rural economies. 

Role Overview

The Consultant – Marketing will function as a State-level technical specialist providing strategic and operational support for developing and institutionalizing market linkage systems for enterprises promoted under various non-farm initiatives of SERP across Telangana.

The Consultant will support in strategic marketing interventions aimed at improving sales turnover, expanding market access, strengthening value chains, and enhancing competitiveness of women-led micro and small enterprises across manufacturing, food processing, craft, trading, and service sectors.

The role will focus on building structured forward and backward linkages, institutional sales channels, digital marketing systems, retail integration, and collective marketing mechanisms to ensure sustained revenue growth.

The position requires close coordination with private buyers, retail chains, e-commerce platforms, institutional procurement agencies, marketing federations and relevant government departments.

The Consultant will support in providing technical and structured guidance to various stakeholders and field functionaries involved in implementation of the key marketing initiatives.

The position requires significant field engagement across identified districts and close coordination with government departments, financial institutions, and market stakeholders.

Mode of Employment

  • Fixed tenure contractual position with consolidated remuneration.
    Initially for a period of one year (extendable based on performance and project duration).

Qualifications

Essential

  • Postgraduate degree in Management (MBA – Marketing / Rural Development / Product Management / Retail Management / Agribusiness Management) or related discipline.
  • Strong understanding of market systems, value chain development, consumer behavior, pricing strategies, and sales channel management.
  • Hands-on experience in market research, institutional sales facilitation, distributor network development, and digital marketing strategies.
  • Strong leadership skills, ability to work with government systems, and fluency in Telugu.

Desirable

  • Certification in Marketing Management / Digital Marketing / Supply Chain Management.
  • Exposure to organized retail, e-commerce ecosystems, and institutional procurement processes.

Experience

Minimum 05 years of relevant post qualification experience in:

  • Marketing and market linkage development for MSMEs or rural enterprises.
  • Institutional sales and distributor network development.
  • Market research, demand assessment and pricing analysis.
  • E-commerce onboarding and digital sales ecosystem management.
  • Facilitating participation in trade fairs, buyer-seller meets and exhibitions.
  • Working with community institutions, producer groups, cooperatives, or federations.

Job Roles and Responsibilities

  • State-Level Marketing Strategy Development

    • Support in developing a comprehensive Marketing Strategy for enterprises promoted under various non-farm initiatives in Telangana.
    • Support in identifying priority market segments including:

      • Local and district-level markets
      • Urban retail chains
      • Institutional buyers (schools, hospitals, government procurement, corporate CSR)
      • Wholesale networks
      • E-commerce platforms
    • Support in developing structured marketing roadmaps for different enterprise categories including manufacturing, food processing, crafts, and services.
    • Support districts in integrating marketing targets into Annual Action Plans (AAPs).
  • Market Research and Demand Assessment

    • Conduct periodic market studies to assess demand trends, price benchmarks and emerging consumer preferences.
    • Support in developing market information reports and disseminate insights to district and block teams.
    • Support enterprises in aligning production planning with market demand to avoid overproduction and inventory accumulation.
    • Identify high-potential growth markets within and outside Telangana.
  • Institutional and Bulk Market Linkages

    • Facilitate structured forward linkages with:

      • Retail chains
      • Supermarkets
      • Wholesalers
      • Institutional procurement agencies
      • Corporate buyers
    • Facilitate negotiation processes between enterprise groups and bulk buyers.
    • Support in developing model MoUs and supply agreements to standardize engagement terms.
    • Facilitate collective marketing models to improve economies of scale and bargaining power.
    • Support enterprises in meeting quality, volume, and delivery standards required by institutional buyers.
  • E-Commerce and Digital Sales Promotion

    • Support in developing digital sales strategies for enterprises under various non-farm initiatives.
    • Support onboarding of enterprises onto major e-commerce platforms and state-supported digital marketplaces.
    • Work to standardize digital catalogues, product listings, pricing strategies and order management systems.
    • Promote use of social commerce and digital marketing campaigns to enhance brand visibility.
  • Participation in Trade Fairs and Promotional Events

    • Coordinate participation of enterprises in district, state and national-level exhibitions.
    • Facilitate buyer-seller meets and networking platforms.
    • Support in developing promotional materials and market communication strategies.
    • Evaluate sales performance from events and develop follow-up conversion strategies.
  • Convergence and Stakeholder Coordination

    • Facilitate convergence with MSME Department, Industries Department, Food Processing Department and other relevant institutions.
    • Coordinate with retail associations, chambers of commerce, marketing federations, and trade bodies.
    • Represent SERP–Telangana in marketing forums, exhibitions, and policy consultations.
    • Provide strategic inputs to SMMU for strengthening marketing systems under various non-farm initiatives of SERP.
  • Institutional Strengthening and Capacity Building

    • Support to design and deliver capacity-building modules for various stakeholders and field functionaries of SERP. (Training areas may include sales negotiation, customer relationship management, inventory management, retail compliance and digital marketing fundamentals).
    • Facilitate trainings to build capacity of cluster-level and federation-level institutions to manage collective marketing initiatives.
  • Monitoring, Evaluation and Reporting

    • Support in developing Key Performance Indicators (KPIs) for marketing interventions including:

      • Increase in enterprise turnover
      • Expansion of market channels
      • Volume of institutional sales
      • Growth in digital sales
    • Facilitate district teams to establish periodic review mechanisms.
    • Document best practices in marketing for replication
    • Submit monthly, quarterly, and annual reports.  
  • Administrative & Coordination Support:

    • Work closely with other specialists of the SVEP – PMU, District teams and thematic experts in designing and monitoring initiatives.
    • Support in preparation of Annual Action Plans (AAPs), review reports and policy briefs.
    • Represent the program in various district forums, industry conclaves and knowledge-sharing events.
    • Any other works as assigned by the senior management time-to-time.
  • Remuneration: Consolidated pay of ₹80,000/- – ₹1,00,000/- per month (commensurate with qualification and experience)
