About the Organization

The Society for Elimination of Rural Poverty (SERP) in Telangana is an autonomous organization under the Department of Rural Development, Government of Telangana, dedicated to reducing rural poverty by strengthening self-help groups (SHGs) and enhancing livelihoods. It focuses on social mobilization, financial inclusion, and promoting sustainable income opportunities for rural women. 

SERP under the government’s flagship programme “Indira Mahila Shakti”, aims to empower women by transforming them into entrepreneurs and providing financial independence. It supports Self-Help Groups (SHGs) by skill building, technology support and market linkages, eCommerce platform along with Branding, Packaging support and also facilitates the compliances which are essential to reach global markets. The women federations area also supported with other initiatives like managing solar power units, operating buses, and setting up food enterprises to strengthen rural economies. 

Role Overview

The Consultant – Micro Enterprise Development will function as a State-level technical specialist providing strategic and operational support for strengthening and scaling micro enterprises promoted under various non-farm initiatives of SERP across Telangana.

The Consultant will support in strategic planning, enterprise ecosystem strengthening, financial structuring, market integration and institutional capacity building for enterprises promoted through SHG networks.

The Consultant will support in providing technical and structured guidance to various stakeholders and field functionaries involved in implementation of the cluster development initiatives.

The role will focus on ensuring enterprise viability, scalability, credit discipline, technology adoption, and sustainable income enhancement for women entrepreneurs.

The position requires significant field engagement across identified districts and close coordination with government departments, financial institutions, and market stakeholders.

Mode of Employment

  • Fixed tenure contractual position with consolidated remuneration.
    Initially for a period of one year (extendable based on performance and project duration).

Qualifications

Essential

  • Postgraduate degree in Management (MBA – Rural Management / Marketing / Rural Development / Agribusiness Management / Entrepreneurship Development) or related discipline.
  • Strong understanding of micro enterprise promotion, MSME ecosystem, rural livelihoods, and SHG-based enterprise models.
  • Hands-on experience in financial modelling, feasibility analysis, working capital estimation and business plan appraisal etc.,
  • Strong leadership abilities, experience in working with government systems, and fluency in Telugu.

Desirable

  • Experience in Entrepreneurship Development, conduct of EDPs, Cluster Development, MSME Development, Financial Analysis.
  • Exposure to e-commerce integration and enterprise MIS systems.
  • Experience in scaling micro enterprises in rural and semi-urban contexts.
  • Experience in working with women-led SHG enterprises in Telangana

Experience

  • Minimum 05 years of relevant experience in:
  • Micro enterprise development programmes.
  • Enterprise promotion across manufacturing, trading, and service sectors.
  • Preparation and appraisal of business plans, feasibility studies and Detailed Project Reports (DPRs).
  • Facilitating credit linkages with banks under PMMY, MSME, PMFME and other schemes.
  • Supporting SHG-based enterprises, producer groups and federations.
  • Market linkage facilitation including institutional sales, retail networks and digital platforms.
  • Monitoring enterprise performance and improving repayment discipline.

Job Roles and Responsibilities

  • State-Level Strategy and Planning for Micro Enterprise Development

    • Support in developing a comprehensive Micro Enterprise Promotion Strategy for Telangana under OSF and SVEP framework.
    • Identify high-potential sectors in manufacturing, trading, and services suitable for women-led micro enterprises across districts.
    • Conduct sectoral opportunity mapping and enterprise feasibility analysis based on market demand, skill base, and infrastructure availability.
    • Support to develop structured operational guidelines and standard templates for business plan preparation, financial appraisal, and enterprise monitoring.
    • Support districts in integrating micro enterprise targets into Annual Action Plans (AAPs).
  • Enterprise Appraisal and Financial Structuring

    • Support in developing standardized financial modelling frameworks for micro enterprises including:
    • Costing templates

      • Cash flow projections
      • Break-even analysis
      • Return on Investment calculations
      • Working capital estimation models
    • Facilitate technical support and guidance to field functionaries in reviewing and appraising enterprise proposals to ensure realistic revenue projections and risk mitigation measures.
    • Strengthen credit discipline by establishing robust appraisal mechanisms and monitoring frameworks.
    • Facilitate convergence with formal banking institutions and support structured credit linkages.
    • Promote diversification of financial sources including term loans, working capital limits, revolving funds, and subsidy convergence.
  •  Strengthening One Stop Facility (OSF) mechanism for Enterprise Promotion:

    • Provide technical inputs for strengthening OSF as an integrated single-window enterprise facilitation centre.
    • Support in standardizing enterprise identification, screening, and approval processes across districts.
    • Support OSF Management Committees in understanding financial evaluation, risk assessment, and monitoring mechanisms.
    • Develop enterprise tracking dashboards and performance review formats.
    • Work to ensure integration and effective usage of enterprise promotion technology platforms and MIS systems.
  • Market Development and Business Expansion

    • Conduct periodic market assessments to identify emerging business opportunities and competitive positioning.
    • Support districts in identifying backward and forward linkages for micro enterprises.
    • Facilitate participation in trade fairs, exhibitions, buyer-seller meets, and local market platforms.
    • Support to promote onboarding of enterprises on digital marketplaces and e-commerce platforms.
    • Encourage brand development, packaging improvement and quality standardization.
    • Support enterprises in transitioning from informal to formal business ecosystems.
  • Convergence and Stakeholder Coordination

    • Facilitate convergence with MSME Department, Industries Department, Skill Development institutions, Banks, NABARD, and other relevant stakeholders.
    • Support integration of micro enterprises with state and national schemes including PMMY, PMFME, and other entrepreneurship promotion initiatives.
    • Represent SERP–Telangana in enterprise-related consultations, forums, and policy discussions.
    • Provide policy inputs for strengthening micro enterprise promotion frameworks within SERP.
  • Institutional Strengthening and Capacity Building

    • Support to design and deliver capacity-building modules for various stakeholders and field functionaries of SERP.
    • Strengthen governance structures of cluster institutions, including financial management systems, inventory tracking, and compliance mechanisms.
    • Promote leadership development within cluster-level federations to ensure sustainability.
  • Monitoring, Evaluation and Reporting

    • Support in develop Key Performance Indicators (KPIs) for micro enterprise promotion including:

      • Number of enterprises promoted
      • Enterprise survival rate
      • Turnover growth
      • Credit mobilization
      • Loan repayment performance
      • Income enhancement levels
    • Facilitate district teams to establish periodic review mechanisms to track enterprise health and sustainability.
    • Document success stories, case studies, and innovation models.
    • Submit monthly, quarterly, and annual reports to SMMU highlighting progress, challenges, and corrective measures.
  • Administrative & Coordination Support:

    • Work closely with other specialists of the SVEP – PMU, District teams and thematic experts in designing and monitoring initiatives.
    • Preparation of Annual Action Plans (AAPs), review reports and policy briefs.
    • Represent the program in various district forums, industry conclaves and knowledge-sharing events.
    • Any other works as assigned by the senior management time-to-time.
  • Remuneration: Consolidated pay of ₹80,000/- – ₹1,00,000/- per month (commensurate with qualification and experience)
