About Organization:

The Society for Elimination of Rural Poverty (SERP) in Telangana is an autonomous organization under the Department of Rural Development, Government of Telangana, dedicated to reducing rural poverty by strengthening self-help groups (SHGs) and enhancing livelihoods. It focuses on social mobilization, financial inclusion, and promoting sustainable income opportunities for rural women. 

SERP under the government’s flagship programme “Indira Mahila Shakti”, aims to empower women by transforming them into entrepreneurs and providing financial independence. It supports Self-Help Groups (SHGs) by skill building, technology support and market linkages, eCommerce platform along with Branding, Packaging support and also facilitates the compliances which are essential to reach global markets. The women federations area also supported with other initiatives like managing solar power units, operating buses, and setting up canteens to strengthen rural economies. 

Role Overview:

The Block Technical Coordinator – Enterprise Promotion (BTC-EP) serves as the block-level technical lead responsible for ensuring effective implementation, service quality, and operational efficiency of enterprise promotion under SVEP and the One Stop Facilitation (OSF) framework.

The BTC-EP plays a key role in strengthening the Block Resource Centre (BRC) as a functional single-window service hub that supports rural enterprises through business planning, credit facilitation, manufacturing promotion, and value chain interventions. The position focuses on improving enterprise viability at the grassroots level by guiding BDSPs/CRP-EPs, supporting enterprise identification, and ensuring timely appraisal and processing of business plans.

By providing hands-on support in business feasibility assessment, financial planning, market linkage facilitation and regulatory compliance, the BTC-EP ensures that entrepreneurs receive structured, end-to-end support within the block. The role bridges field-level enterprise development activities with district-level technical guidance, contributing to sustainable income growth and improved performance of supported enterprises.

Mode of Employment:

  • Fixed tenure contractual position with consolidated pay. Initially for a period of One year (extendable based on performance and project duration).

Qualifications:

Essential:

  • Postgraduate degree in Management (MBA – Rural Management / Finance /Marketing) or
  • Post Graduate degree in Rural Development, Economics, Commerce, Social Work, or related discipline.
  • Strong understanding of enterprise development, MSME ecosystem and rural livelihoods.
  • Hands on experience in financial modelling using tools such as MS-Excel
  • Strong leadership, ability to work with government bureaucracies and fluency in the local language.

Desirable:

  • Certification in Entrepreneurship Development / MSME / Cluster Development.
  • Certification in financial modelling, value chain development, or business advisory services.

Experience:

  • Minimum 4 years of relevant experience in:

    • Enterprise promotion / MSME Development
    • Rural Entrepreneurship/livelihoods programmes
    • Microfinance / SHG-based initiatives
    • Market linkage and value chain facilitation
    • Experience in business plan appraisal and enterprise scaling.
  • Experience in preparing and reviewing business plans, feasibility reports, detailed study reports
  • Experience in supporting Non-farm related manufacturing enterprises.
  • Experience of working with banks and facilitating credit linkages.

Job Roles and Responsibilities:

  • Block -Level Technical Leadership

    • Guide overall implementation and functioning of SVEP and OSF at the block level.
    • Ensure achievement of enterprise, manufacturing and inclusion targets.
    • Provide technical oversight to BDSPs, CLFs, VOs, SHGs
    • Ensure quality, timeliness, inclusion and compliance with SVEP  & OSF guidelines.
  • Awareness Generation and Strengthening the Enterprises Finance Systems

    • Conduct awareness drives and orientation sessions for BDSPs, CLFs, VOs on credit appraisal and enterprise financing.
    • Facilitate technical committee meetings for business plan evaluation.
    • Work closely with banks and other financial institutions
  • Enterprise Appraisal and Financial Structuring

    • Review high-value and complex enterprise proposals.
    • Ensure robust financial feasibility analysis including: Cash flow projections, Return on Investment analysis, Break-even analysis,  Working capital planning etc.
    • Promote scalable enterprises and cluster-based enterprises.
    • Facilitate formal bank linkages
    • Ensure risk mitigation through insurance coverage.
  •  Market Intelligence and Business Development

    • Provide data-driven market intelligence at block level.
    • Support backward and forward linkages.
    • Facilitate branding, packaging, certification and quality improvement.
    • Promote e-commerce onboarding.
    • Identify technology solutions to enhance enterprise productivity.
    • Coordinate with pool of sectoral and functional experts.
  •  Convergence and Stakeholder Coordination

    • Coordinate with District Technical Expert, Block level government officials.
    • Facilitate convergence with MSME and other schemes.
    • Liaise with: District Industries Centre (DIC), Banks, KVIC, Skill Development agencies
    • Promote participation in trade fairs and exhibitions.
  • Operational Oversight

    • Ensure smooth functioning of SVEP and OSF structures.
    • Continual tracking of enterprise performance trends.
    • Ensure quality of services provided by BDSPs.
    • Support fee-sharing mechanisms among BDSPs, where applicable.
  • Monitoring, MIS and Reporting

    • Ensure roll-out and effective usage of enterprise promotion technology platform.
    • Review enterprise financial statements monthly.
    • Facilitate problem-solving discussions.
    • Participate in DMMU review meetings.
  •  Administrative & Coordination Support:

    • Preparation of Annual Action Plans (AAPs), review reports  
    • Work closely with DTE in ensuring implementation of the Schemes and programmes
    • Strategize for awareness generation regarding SVEP programme.
    • Any other works as assigned by the senior management time-to-time.
  • Remuneration: Consolidated pay of ₹25,000/- – ₹40,000/- per month (commensurate with qualification and experience)
