About Organization:
The Society for Elimination of Rural Poverty (SERP) in Telangana is an autonomous organization under the Department of Rural Development, Government of Telangana, dedicated to reducing rural poverty by strengthening self-help groups (SHGs) and enhancing livelihoods. It focuses on social mobilization, financial inclusion, and promoting sustainable income opportunities for rural women.
SERP under the government’s flagship programme “Indira Mahila Shakti”, aims to empower women by transforming them into entrepreneurs and providing financial independence. It supports Self-Help Groups (SHGs) by skill building, technology support and market linkages, eCommerce platform along with Branding, Packaging support and also facilitates the compliances which are essential to reach global markets. The women federations area also supported with other initiatives like managing solar power units, operating buses, and setting up canteens to strengthen rural economies.
Role Overview:
The District Technical Expert (DTE) serves as the technical and strategic lead responsible for ensuring the quality, scalability and long-term sustainability of enterprise promotion under various non-farm initiatives under SERP in the district.
The DTE plays a central role in strengthening Block Resource Centres (BRCs) as integrated, single-window service hubs that support manufacturing enterprises, value chain development, and diverse business models. The position focuses on enhancing enterprise viability and district-level economic growth by identifying market opportunities through data-driven analysis and facilitating convergence with key government schemes such as MSME, PMFME etc.
By providing expert guidance on financial structuring, business plan appraisal, regulatory compliance, and growth planning, the DTE ensures that rural entrepreneurs receive comprehensive, end-to-end support to scale their businesses and achieve sustainable income growth.
Mode of Employment:
- Fixed tenure contractual position with consolidated pay. Initially for a period of One year (extendable based on performance and project duration).
Qualifications:
Essential:
- Post graduation in any discipline with relevant experience.
- Preference shall be given to candidates having post-graduation in Rural Management / Finance /Marketing / Business administration / Rural Development / Commerce /Social Work / Agri business management) or related discipline.
- Strong understanding of enterprise development, MSME ecosystem and rural livelihoods.
- Hands on experience in financial modelling using tools such as MS-Excel
- Strong leadership, ability to work with government bureaucracies and fluency in the local language.
Desirable:
- Certification in Entrepreneurship Development / MSME / Cluster Development.
- Certification in financial modelling, value chain development, or business advisory services.
Experience:

Minimum 05 years of relevant experience in:
- Enterprise promotion / MSME Development
- Rural Entrepreneurship/livelihoods programmes
- Microfinance / SHG-based initiatives
- Market linkage and value chain facilitation
- Experience in business plan appraisal and enterprise scaling.
- Experience in preparing and reviewing business plans, feasibility reports, detailed study reports
- Experience in supporting Non-farm related manufacturing enterprises.
- Experience of working with banks and facilitating credit linkages.
Job Roles and Responsibilities:

District-Level Technical Leadership
- Guide overall implementation and functioning of SVEP and OSF in the district.
- Ensure achievement of enterprise, manufacturing and inclusion targets.
- Provide technical oversight to Block Technical Experts, Mentors and BDSPs.
- Ensure quality, timeliness and compliance with SVEP & OSF guidelines.

Awareness Generation and Strengthening the Enterprises Finance Systems
- Conduct awareness drives and orientation sessions for CBOs, BDSPs, CLFs, VOs on credit appraisal and enterprise financing.
- Prepare training materials for orientation on enterprise finance.
- Facilitate technical committee meetings for business plan evaluation.
- Work closely with banks and other financial institutions

Enterprise Appraisal and Financial Structuring
- Review high-value and complex enterprise proposals.
- Ensure robust financial feasibility analysis including: Cash flow projections, Return on Investment analysis, Break-even analysis, Working capital planning etc.
- Promote scalable enterprises and cluster-based enterprises.
- Facilitate formal bank linkages
- Ensure risk mitigation through insurance coverage.

Market Intelligence and Business Development
- Provide data-driven market intelligence at district level.
- Support backward and forward linkages.
- Facilitate branding, packaging, certification and quality improvement.
- Promote e-commerce onboarding.
- Identify technology solutions to enhance enterprise productivity.
- Coordinate with pool of sectoral and functional experts.

Convergence and Stakeholder Coordination
- Coordinate with District Administration (with DPM support).
- Facilitate convergence with MSME and other schemes.
- Liaise with: District Industries Centre (DIC), Banks, KVIC, Skill Development agencies
- Promote participation in trade fairs and exhibitions.

Selection and Capacity Building of BDSPs
- Selection of BDSPs in collaboration with SMMU
- Identification of Technical Experts to train BDSPs
- Oversee proper training and refresher training of BDSPs.

Administration of OSF – Management Committee
- Constitution of OSF – Management Committees
- Conduct of election for various positions in OSF – MC
- Organise meetings of OSF – MC for approvals of business plans
- Conduct of Technical meets to orient OSF – MCs
- Collaborate with OSF – MC in trouble shooting and grievance handling

Operational Oversight
- Ensure smooth functioning of SVEP and OSF structures in all blocks.
- Assist Blocks in analyzing enterprise performance trends.
- Ensure quality of services provided by BDSPs.
- Support fee-sharing mechanisms among BDSPs, where applicable.
- Take decisions on retrenchment of BDSPs

Monitoring, MIS and Reporting
- Ensure roll-out and effective usage of enterprise promotion technology platform.
- Review enterprise financial statements monthly.
- Facilitate problem-solving discussions.
- Participate in SMMU review meetings.

Administrative & Coordination Support:
- Work closely with other specialists of the SVEP – PMU, district teams and thematic experts in designing and monitoring initiatives.
- Preparation of Annual Action Plans (AAPs), review reports and policy briefs.
- Represent the program in various district forums, industry conclaves and knowledge-sharing events.
- Strategize for awareness generation regarding SVEP programme.
- Any other works as assigned by the senior management
- Remuneration: Consolidated pay of ₹60,000/- – ₹80,000/- per month (commensurate with qualification and experience)
