Project Brief:

The Layout Regularization Scheme (LRS) is a flagship initiative of the Government of Telangana aimed at regularizing unauthorized layouts and plots. To facilitate the seamless implementation of LRS 2020, CGG developed a robust, web-based and mobile-enabled application that supports end-to-end management of the application scrutiny process. The system offers real-time monitoring, application tracking, and report generation through an intuitive dashboard.

In 2024–25, Phase-2 of the Layout Regularization Scheme (LRS) was launched, introducing a structured three-tiered approval hierarchy to streamline the application scrutiny process. Several new modules were developed and rolled out to support both urban and rural authorities, including HMDA, GHMC, Municipalities, Corporations, Gram Panchayats, Urban Development Authorities, and DTCP. Real-time integration with the Land Registration Department enabled seamless capture of new applications. To enhance user experience and streamline processing, key integrations such as Payment Gateway, SMS Gateway, and connections with Revenue and Registration Department systems were implemented.

In February 2025, the Government introduced a 25% rebate on LRS charges to encourage timely compliance. Citizens can now access the system using their mobile number to make online fee payments, download payment receipts, approval or rejection certificates, and track application status. As of 26th March 2025, out of 25 lakh total applications, fee intimations were issued for 18.60 lakh, with 2.29 lakh applicants completing payments—generating ₹797 crore in revenue.
