Project Brief:

A real-time web-based Beneficiary Management and Monitoring Software is developed by Centre for Good Governance (CGG) for Welfare Corporations and BC Federations in Telangana. This system ensures transparency and fairness in facilitating subsidy transfer for Economic Support Schemes through which subsidy benefit of worth Rs.1,143.84 crores are being transferred to Below Poverty Line(BPL) beneficiaries for the grounding of schemes.OBMMS is paperless workflow and acts as a decision support tool for funds flow with all the information available in public domain to encourage transparency and accountability to provide a comprehensive decision support platform for all the layers of Government with high security at all Logins and Information transfer. The system captures the entire workflow of Mandal, District and Head Offices. In Each Financial Year, MD Office has to allocate targets to District Offices which are to be achieved.

The features of the portal developed by CGG includes,

  • Aadhaar based Registration of Beneficiary in public domain to avoid Duplication
  • SMS facility to Beneficiary at Registration and Selection and Subsidy Release
  • Mandal Selection committee identifies the beneficiary
  • Processes are simplified and reduced leakages reduced the operational and travel charges of staff
  • MD office directly transfers subsidy amount to Non-Operative Savings Bank Account of the beneficiary.
  • Banks Raise the Loan Component to Ground the scheme
  • Field officers need to upload UC and Asset Photo​

  • Facilitate to transfer Economic Support Schemes benefits to the poor
  • Monitor Beneficiaries of all Welfare Corporations and generates required MIS
  • Captures all the workflow right from online Registration of Beneficiary, Mandal/Taluk, District Office and MD Office
  • Acts as a decision support tool for Fund Flow for Targets, Sanctions, Releases, Groundings
  • Provides instantaneous access to 2190 concurrent users to the remotest parts, across the state. 24X7 access to system improved service delivery and workflow based services facilitate instantaneous MIS.
  • Internal efficiency of staff improved which resulted in improved finally service delivery has improved
  • Helpdesk Facility to Field Officers provided to monitor the system and resolve issues on a real-time basis.
  • This application acts as a single window to access many reports to the HOD (Head of Department) Accurate financial figures reduce the laborious paper workFinance Department can release the fund based on the MD Offices Releases and Utilization Certificate and Grounding
